| 摘 要： | 经济适用房的特征决定了政府管制的必要性，而通过设计分层的房地产市场机制来进行经济适用房的开发建设、分配以及管理，不仅可以降低政府管制的成本和政府的财政负担，同时还有利于提高经济适用房的分配效率，提高住房消费的社会福利水平，促进房地产市场的有序发展。

| Abstract: | The characteristics of the affordable housing determine the necessary of the regulation of the government. The well designed market mechanism which be used to develop, distribute and manage the affordable housing, can not only reduce the regulation cost and financial burden of the government, but also improve the allocation efficiency of the affordable housing, increase the social welfare level of the housing consumption, promote the development of the housing market. |
