| 摘 要： | 江泽民同志"以德治国"战略思想的提出具有极其重要的现实意义,如何实施"以德治国"方略是建设社会主义市场经济面临的全新课题。道德规范体系的建设是"以德治国"的基础,加强对执政党和政权机关公职人员管理国家和社会事务行为的道德规范与调节是"以德治国"的关键,而道德调节机制的制度化建设则是"以德治国"的保障。

| Abstract: | There is the important modern meaning in Jiangzeming' s thought of " rule of virtue"; How to practice the thought of " Rule of Virtue" is a new problem in socialism market construction. The article shows that the construction of virtue is an important basis of " Rule of Virtue" . To regulate the behaviors of management of country and society is the crux. The system construction of virtue regulation is a major guarantee. |
