中国稀土出口管制的法经济学分析

我国作为稀土出口的第一大国并没有将稀土由资源优势转变为经济优势,近年来我国出台一系列出口管制措施以挽回并逆转此不利局面。运用经济学研究方法通过利益分析来衡量国家政策调整的效果,从出口关税、配额和建立卡特尔组织等方面阐述我国现行政策在理论上的收益,表明政策调整初有成效,但在具体实施过程中仍需继续深化改革。

Law and Economics Analysis of China' s Rare Earth Exports

China,as the superpower of rare earth exports,has not transformed the advantage of rare earth resources into an economic advantage.In recent years,our country has introduced a series of export controls in order to reverse the unfavorable situation of its rare earth exports.This paper intends to measure the effect of the adjustment of national policies by benefit analysis,and from the aspects of export tariffs,quotas and the establishment of the Cartel,to show that the implementation of the current policy is profitable in theory.At last,this paper argues that although the policy adjustment is effective,in the specific implement process,China still needs to reform.
