新疆集体土地征收补偿安置调查与思考

维护被征土地农民利益,规范土地管理秩序,对区域社会稳定的缓冲作用十分明显。通过新疆七个地州20多个县市调研,结果表明:新疆农民对土地依附性高、征收补偿标准普遍偏低、不统一、相对滞后,成为引发土地纠纷隐患的诱因;提出了新疆征收补偿安置最好采用土地置换方式、需要特别政策倾斜或扶植、建立农村失地农民保障体系,加强农村青年道德、修养教育等深层次的思考。

Investigation and Reflection of Collective Land Expropriation Compensation and Resettlement in Xinjiang

Safeguarding the interests of the farmers whose land has been expropriated and regulating land management order play an obvious role in stabilizing the regional society.The investigations in more than 20 cities and counties indicate that farmers in Xinjiang depend heavily on land and therefore the low and different standard of compensation and the belated compensation are the causes for land dispute.This paper proposes that the best way of expropriation compensation and resettlement in Xinjiang is by adopting land replacement,which necessitates special preferential policies for establishing a security system for farmers devoid of land and strengthening the ethics training and education of the youth in the countryside.
