四川省科技发展的问题与对策研究

本文认为,四川省在推进新型工业化的过程中,应注重提高科技成果转化率,提升整体科技水平。第一,充分发挥企业创新主体的作用;第二,支持国防科研院所和大专院校进行体制创新;第三,大力发展科技中介机构;第四,创新科技管理体制,改革科技管理;第五,支持高新技术产业开发区创新体系建设;第六,建立多渠道投入体系,吸引资金投入科技创新;第七,实施人才战略,促进国防科研单位科技人才在军地间柔性流动,营造吸引人才、培养人才、稳住人才和用好人才的环境。

Problems with the Scientific and Technological Development in Sichuan Province and the Countermeasures for it

The author puts forward that in promoting new industrialization, Sichuan province should pay attention to promoting the translation of scientific and technological advances into practical productive forces to improve the whole science and technological level. The local government should adopt such countermeasures as giving full play to the role of enterprises in innovation, supporting institutional innovation in academy, developing science and technological intermediaries, reforming management in science and technology, establishing multi-channel investment system, implementing human resources strategie.
