The article analyzes the advantages and disadvantages,the opportunities and threats of development of service outsourcing industry of Suzhou by application of SWOT method. And by quantitative research and qualitative analysis based on recent data of service outsourcing industry development in Suzhou and comparison, Suzhou explores new paths. Suzhou wants to successfully implement the service outsourcing industry strategic transformation and upgrading, which needing to use new comparative advantages and to form dislocation development with Shanghai.
