| 摘 要： | 由于财政支出规模小与支出规模结构不合理,使得目前财政在形成合理的产业结构方面的能力仍是十分有限;不仅如此,财政收入规模增长的滞缓、现行税收制度存在的不完善的地方以及政府作为投资主体追求盈利的冲动与热情,既无形中引发了产业结构的优劣,且也在相当程度上制约了经济结构的调整和优化.

| Abstract: | Because of small finance expenditure scale and unreasonable expenditure scale structure, finance capacity in forming the rational industrial structure are still very limited at present. In addition, the sluggish increase of finance receipts scale, imperfectness in existing tax system, and impulse and enthusiasm of government as an investment principal part to seek profits, not only initiate invisibly the advantages and disadvantages of the industrial structure, but also restrict the regulation and optimization of the economic structure to some extent. |
