Resources integration and sharing is the emphasis and difficulty of forming effective collective action in the process of public governance.To avoid the tragedy of the commons, man has defined the various property rights.However, these fragmented property rights have led to the tragedy of anti-commons, making resources underused.The tragedy of anti-commons has brought challenges to resources integration and sharing in public governance, therefore, in the larger sense, it’s necessary to set up public authority and enhance resources integration capacity of public organizations through a variety of ways and methods and make some specific strategic arrangements.
