| 摘 要： | 从试点镇公益林管理模式构建着手,阐述了组织、管理、资金三大网络构建的具体工作,对存在的非公益林管理矛盾、公益林权属界线不清、动态监测体系不健全、及专职护林员的选聘、工资和劳动保障等六大问题进行分析,提出具有较强的实用性和可操作性的建议。

| Abstract: | Elaborated concrete work of set up three greatest networks that organization,management,the funds,begin from management mode sets up to public-spirited forest in the experimental town.Analyzed the six existent greatest problems that the not public-spirited forest management antinomy,public-spirited property right boundary ambiguity,the dynamic monitors system distemperedness,and the empanel,wages,labor safeguard of full-time forest protector etc.Put forward the suggestion with the stronger function and maneuverability also. |
