改革开放以来我国土地利用规划的评价

从土地利用规划与社会经济发展的角度，综合评价改革开放以来我国两轮土地利用规划。“第一轮”规划体现出服务于社会经济发展的特点；“第二轮”体现出耕地保护的特点。同时，从我国经济体制改革的要求出发，提出新一轮土地利用规划修编的建议，包括调整规划内容、明晰规划体系、探索协调的方法、加强规划的监测和评估以及促进规划的社会化进程。

Assessment of the Two Rounds of Land Use Planning in China

In terms of the relationship between land use planning and the social-economic development,the assessment is made of the two rounds of land use planning carried out since the implementation of reform and open policy in our country. The first round aimed at serving social and economic development and the second had a feature of protecting cultivatable land. Taking the demand of economic system restructuring into account,proposals are put forward for the revision of the new round land use planning from such aspects as adjusting the content accordingly,specifying the planning system, exploring approaches to coordination,enhancing monitoring and assessing systems,and accelerating socialization process of the planning.
