| 摘 要： | 循环经济作为一种经济发展方式,它并不改变经济发展的内在规律性,而是通过一定的制度安排,规范和引导经济发展的路径.我国发展循环经济的关键在于,以适宜的制度安排促进循环经济有效激励机制形成,以法律法规强制性制度促进循环经济有效约束机制形成,确保循环经济进入有序的发展轨道.
