成都市幸福村土地综合整治中的治理结构改善研究

研究目的：以成都市幸福村为例，在分析土地综合整治中治理结构变化的基础上，解释治理结构改善的原因。研究方法：采用自主治理理论对土地综合整治中的制度创新进行实证分析。研究结果：新型自治组织对传统组织既有替代又有补充作用，能够降低交易成本，并改善社区自主治理结构，保证自主治理效率；社区参与治理，改变了政府或市场的治理模式，提高了制度绩效。研究结论：鼓励社区自主治理发展，选择政府、市场与社区在各自领域内协同配置资源的治理模式，有助于保障农民权益，降低社会风险和促进城乡统筹。

Study on Improvement of Governance Structure of Comprehensive Rural Land Reclamation in Xing-fu Village of Chengdu City

The objectives of the paper are to analyze the change of land administration’ structure of comprehensive rural land consolidation （CRLC） in Xing-fu village of Chengdu city, to explain why the governance structure is improved. Method of self-governance theory is employed. The results show that 1） the new organizations minimized transaction costs, improved the self-governance structure. They replace the decision-making functions of the traditional ones, as well as implement supervision function of which the traditional lacks, which can ensure the efficiency of self-governance. 2） Community participated in governance, which changed the mode of governance and improved performance of CRLC. The paper concluded that developing community self-governance and selecting polycentric governance can guarantee farmers’ right and interests, reduce social risks in CRLC and promote to coordinate urban and rural development.
