我国节能减排政策措施的有效性研究

文章收集了我国1998-2012年间的节能减排政策,在对各节能减排政策措施进行梳理的基础上对各政策措施进行了量化处理,并利用量化数据分析了各政策措施对节能减排效果的影响以及我国政府对各政策措施的使用状况。分析结论主要有:我国政府逐渐加大各种政策措施的使用来推动节能减排,但对不同政策措施的使用程度明显不同,并且不同政策措施对节能减排效果的影响也存在显著的差异。最后从完善政策措施使用和加强政策措施协同等角度提出了相关建议。

A Study on Effectiveness of Policy Measures of Energy Conservation and Emission Reduction in China

The paper summarizes energy conservation and emission reduction policies in China from the year of 1998 to 2012, and quantifies these policy measures on the basis of sorting out them. In addition, this paper also makes an analysis of the ef fects of various policy measures of energy conservation and emission reduction on energy conservation and emission reduction and the use of various policy measures by our government based on these quantized data. The analysis results show that ： Chi nese government gradually increases the use of various policy measures to promote energy conservation and emission reduc tion, but the degree of the use of different policy measures is significantly different, and the effects of different policy mea sures on energy conservation and emission reduction are also significantly different. Finally, this paper puts forward some rele vant suggestions to improve the use of policy measures and strengthen the coordination of policy measures, ctc.
