汶川地震灾后重建土地利用规划的思考

研究目的：分析汶川县地震灾后重建土地利用规划的主要特点、基本做法，并对有关问题进行思考。研究方法：系统分析法，实地调研法。研究结论：灾后恢复重建土地利用规划有以人为本、应急性、科学性、超前性、协调性等特点，在做法上突出前期调查分析和土地利用安全性评价，提出重建用地安排和布局意见、落实有关用地政策，规划要科学理性等思考。

Reflection on the Land Use Planning for Restoration and Reconstruction after Wenchuan Earthquakes

The purpose of the paper is to analyze main characteristics and basic method of land use planning for restoration and reconstruction after Wenchuan earthquakes, and reflect relevant issues. Methods employed include systematic analysis and field survey. The results show that the characteristics of land use planning for restoration and reconstruction after earthquakes include human-oriented, emergency, scientific, ahead and coordination. The prophase investigation and safety evaluation of land use should be stressed in the planning. The allocation and spatial pattern of land for restoration and reconstruction shall be determined, and relevant policies shall be carried out. The land use planning should be scientific and rational.
