| 摘 要： | 新兴产业的发展有利于新的经济增长点的生成和中国经济发展模式的升级及产业结构的调整，对于中国低碳发展有着重要的战略意义，文章以技术路线图视角为统领，论析了中国新兴产业发展面临的挑战，并尝试从技术路线图绘制和使用过程所构建的科技经济社会创新网络的维度去回答问题的解决之道，文中的安徽省新能源汽车技术路线图则是一典型个案。
