长三角深度一体化发展的制度创新研究

长三角区域经济一体化的演进历程可分为启动、成长、推进和深度一体化四个阶段。长三角区域在一体化过程中还存在着中心城市的服务功能及辐射作用不强、两省一市及城市间产业趋同现象严重、基础设施存在盲目投资和重复建设、招商引资和开发区建设呈现无序竞争格局等问题,应该采取建立跨行政区的区域管理机构、健全区域管理的法律和政策体系、构建合理的产业分工与城市功能分工体系、打造共建共享的区域基础设施体系等制度创新措施。

Institutional Innovation of the Further Integration Development in Yangtze River Delta

The evolution process of the regional economic integration in Yangtze River Delta can be divided into four stages,which are starting stage,growth stage,promoting stage and further integration stage.There still exist some problems in the process of integration in Yangtze River Delta,such as the insufficient service and radiation ability of central cities,the convergence of industries between cities and provinces,the blind investment and redundant construction in the infrastructure,the disorderly competition in both the attraction of foreign capital and the construction of developing zones,etc.This paper provides four institutional innovations of further integration in Yangtze River Delta,which are establishing inter-regional administrative management agencies,perfecting the legal and policy system of regional management,constructing a reasonable division system concerning labor and urban functions,building a shared regional infrastructure system,etc.
