陈虬经济变革思想评析

陈虬经济变革思想在农业方面,建言限田和垦荒,认为必须采用近代西方自然科学和农学理论来增加中国农业产出,以抵制外国农产品输入;在工商业方面,提出了裕财用、兴制造、奖工商、讲懋迁、抚华商和修铁路6项政策;在财政改革方面,主张定税制、变盐法、定国债和权度支;在货币制度建设方面,对清末制钱和银质货币的繁荣、货币兑换标准的混乱进行了系统的批判,要求政府把货币的发行权收归国有,禁止民间私铸钱币和外国银元在中国流通,希望建立一个包含金、银、铜币和钞票在内的统一的货币制度。

On the Economic Reform Thoughts of Chen Qiu

Chen Qiu＇s economic reform thoughts could be shown in different aspects.In the aspect of agriculture,he suggested limiting the farmland and cultivating the wasteland,and reclaimed that it＇s a must to increase the agricultural output in China by adopting the modern Western theories of natural science and agriculture,in order to boycott foreign agricultural input;in industry and commerce,he put forward six policies such as improving the finance,enhancing manufacturing,awarding industry and commerce,etc.;for the financial reform,he advocated establishing tax system,changing the salt laws,setting the national debt,etc.;for the building of monetary system,he systematically criticized the currency-producing and the prosperity of the silver money and prosperity,as well as the chaotic status of the currency exchange,and he also requested the government to nationalize the right to issue currency and prohibit the circulating of the private-cast currency and foreign silver coins in China,hoping to create a unified monetary system which includes gold,silver,copper coins and banknotes.
