| 摘 要： | 城市要基本实现现代化,必须建立一个以治理对象为导向,由政府、非政府组织、企业和市民组成的,具有统一领导、综合治理、合理分工、协调高效和低成本等特征的新型治理体系。在这方面上海应率先有所作为,构建城市治理新体系。

| Abstract: | Shanghai must establish a new efficient regulation system constituted by govemment, private
organizations, enterprises and citizens to achieve basically modernization soon. The system is a break
through of rearranging the relation of different organizations in public and private sections, guided by the
laws and regulatory, emphasis on strengthening public management, based on society participation. |
