The paper first base the current practice on reform and delvelopment of key state-owned areas,then refer to the pattern of state-owned forest management in the market-oriented economy nation of America.England and Canada etc.Based on this,it first proposes five reforms and five complementary reforms of key state-owned forest areas,then point out some major noticed-questions of reform such as building new agency to manage state-owned forest, role of forest industry enterprise, resistance from benefit groups, and ways to promote reform.
