Travel time and transportation policy

This paper examines the relationship between traffic congestion and travel time. A model is developed where both travel time and the number of peak-hour trips are simultaneously determined. The model is estimated by two-stage least squares using traffic data from the Boston metropolitan area. The estimates are used to generate implications for transportation policy. The paper suggests that commuters are substantially more responsive to changes in travel time than to changes in price.
