试论我国农村社会保障制度的立法缺陷及解决途径

农村社会保障的制度建设在我国社会保障法律制度建设中一直是一个长期被忽略的领域，甚至在许多方面仍属空白。这种状况与我们的基本国情不相适应，与农村居民占国民的绝大多数、农业是国民经济基础的现状不太相称，长期下去会影响全面建设小康社会目标，并影响社会秩序安定和国家的长治久安。本文从立法方面就我国农村社会保障制度方面进行了论述并提出了立法对策。
