我国农村土地制度改革的探讨

我国农村近30年的改革,主要是围绕家庭联产承包责任制的逐步确立和完善展开的。家庭联产承包责任制由于激发了农民的积极性,极大地促进了农村经济的发展。然而,随着实践的发展,家庭联产承包责任制也暴露出了许多弊端,不利于农业的进一步发展。实践中出现了许多新的土地制度实现形式,理论上也有大量的学者进行了积极的探讨。笔者认为,目前的农村土地制度改革应在维持集体所有制不变的前提下,坚持市场化、综合配套和尊重农民选择的原则,并因地制宜地进行。

Probing into China countryside land system reform

In the around 30 years ,China＇s rural reform is mainly about the establishment and improvement of family contracted responsibility system . The family contracted responsibility system has inspired the enthusiasm of the farmers and greatly promoted the development of rural economy. However, with the development of prac- tice, the family contracted responsibility system has also exposed a lot of defects,and it is not beneficial to the further development of agriculture. In practice, there are many new forms of the land system,.In theory, a large number of academics also had positive discussions. The author believes that the present rural land system reform should keep the collective owner- ship, insist the principle of marketability, synthesis necessary , respect what the farmer chooses, and be carried out according to local conditions.
