重商现实主义视角下的中欧合作——以伽利略计划为例分析经济领域的均势行为

伽利略计划自诞生起就受到了美国的关注,当中国加入到该计划后,美国更是千方百计地阻挠。虽然整个合作过程非常曲折,但伽利略计划仍然艰难地向前推进。中欧在这一具有重大战略意义领域的合作提出了一个问题:欧洲为什么在该领域对自己的传统盟友采取一种不合作态度。重商现实主义的均势理论可以对中欧间的合作进行解释,该理论是传统现实主义与重商主义的结合,认为国家非常关注技术经济领域的安全,国家为了自己的经济技术安全往往会结盟来抗衡主导国家。

Cooperation between EU and China: A Perspective of Mercantile Realism

Galileo program has been concerned about by America since it was born.Especially when China joined in the program,America tried its best to block the program.Although the whole process of program encounters many difficulties,EU and China are still striving to push forward it.They raise a question to the cooperative program which is significant in the strategic field: Why EU wouldn't choose its traditional ally to cooperate in the area? In the article,the author attempts to explain the case from a perspective of mercantile realism,which is combination of realism and mercantilism.The paradigm claims that nations are extremely concerned about techno-economic security.In order to assure their techno-economic security,nations always ally to balance against dominant powers.
