| 摘 要： | 西部开发能否取得终极性的胜利,关键是看人力资本如何开发。胡锦涛总书记2004年4月9日在陕西考察期间,强调中央将继续坚定不移地推动西部大开发战略的实施,西部大开发必须坚持走新型工业化道路,努力走出一条科技含量高、经济效益好、资源消耗低、环境污染少、人力资源优势得到充分发挥的新路子。

| Abstract: | The Third Plenary Session of the Party's 16th Central Committee boasts of its people-focused theme that takes on an emphasis of talents and their knowledge, realizing that knowledge equals capital and fortune. The ultimate success of the Western Region Development Program depends importantly on the development of human capital. The Party's general secretary Hu Jintao iterated the Party's resolve to boost the comprehensive development of the western regions of the country. It is believed that a newly defined industrial approach is a necessary condition that is of high content of science and technology, economic efficiency, low energy costs, low level of environmental pollution, and well-functioning human resources. |
