俄罗斯与欧盟:能源对话十年

俄罗斯与欧盟在能源领域是相互依存的伙伴关系。俄罗斯是欧盟最大的原油、天然气、煤炭和铀供应国,而欧盟是俄罗斯最大的贸易伙伴,俄罗斯政府预算中的40%来自向欧盟供应能源的收入。双方开展能源对话十年来,就能源战略、市场发展趋势、能源供应与贸易、能源基础设施、可再生能源和能源效率等主题交流信息,推动能源合作项目的开展,讨论并解决合作过程中出现的问题。但双方从各自利益出发,在能源资源供应多元化及能源市场发展方面也存在矛盾。俄罗斯—欧盟能源对话的焦点问题包括:对俄罗斯能源企业向欧盟国家出口和销售天然气及电力产生较大影响的欧盟第三批内部能源市场一揽子政策,以及俄罗斯与欧盟分别积极推进的南流管道项目和纳布科管道项目。未来俄罗斯与欧盟还将继续积极发展能源对话,促进在能源领域建立起以市场开放原则为基础的可靠、透明和稳定的关系。

Russia and the EU: a decade of energy dialogue

Russia and EU are interdependent energy sector partners. Russia is the EU’s biggest crude oil, natural gas, coal and uranium supplier, while the EU is Russia’s largest trading partner; 40% of Russia’s government budget is funded by income from supplying energy to the EU. Both sides have engaged in a decade of dialogue over energy strategy, market trends, energy supply and trading, and energy infrastructure, and of exchanging information on renewable energy and energy efficiency topics, carrying out projects to promote energy cooperation, and discussing and resolving emerging problems. But both sides’ respective interests in energy supply diversity and in aspects of energy market development also conflict. The focus of the Russia-EU energy dialogue includes how Russian energy enterprises’ exports to EUcountries and sales of natural gas and electricity have a rather big impact on the third installment of the EU’s internal energy market policy package, as well as on Russia’s and the EU’s respective active promotion of the South Stream and the Nabucco pipeline projects. Russia and the EU will continue to even more actively develop energy dialogue and promote increased use of open market principles in the energy sector to serve as a foundation for reliable, transparent and stable relationships.
