| 摘 要： | 参照清洁生产审核的实践,结合重点企业正在制定"十二五"规划的现状,研究了清洁生产催生重点企业规划环评的问题.提出清洁生产及其审核不仅可以使重点企业规划环评从无到有,也可以提升重点企业现有规划环评的指导性;同时,规划环评亦能够推进重点企业的清洁生产.进而,围绕重点企业规划内审自评的模式,就内审自评的作用、特征、基础和内容进行了具体的探讨.
