| 摘 要： | 本文以淡马锡控股公司为例，分析了新加坡独具特色的通过控股公司管理经营性国有资产和投资的做法．以及新加坡国有企业的治理机制、运营体制和国有企业与政府之间的关系，并就我国完善国有资产管理体制，改进国家在国有企业行使所有权的方式．构建适应现代市场经济体制要求的国有企业运营机制等方面提出了建议。
