外资对中西部区域经济安全影响研究

转型期中西部地区利用外资一直在快速增长,外资对中西部区域的经济发展起到了一定的促进作用,但我们必须看到,外资对中西部区域经济安全运行会产生不利的影响,如产业结构二元性、区域经济非均衡性、民族品牌竞争力、产业技术控制、产业组织垄断、国有经济冲击和金融服务业安全等。因此,我国应在利用外资促进中西部经济发展的同时,要十分重视和采用协调产业导向与区域经济中心建设、有效保护品牌、强化政府监管、适度规模控制和完善相关外资法律法规等对策,以抵消外资对中西部区域经济安全的不利影响。

Research on the Effect of Foreign Capital on Economic Security of Middle and Western Regions in China

During the transition period, the use of foreign capitals by Middle and Western regions has been increasing rapidly. The article, first of all, analyzes the changing tendency of investment by foreign capitals in Middle and Western regions, and then points out the possible negative effects of foreign capitals on the economic security in Middle and Western regions, such as duality of industrial structure, non-equilibrium of regional economy, decrease of competitive power of national brands, control of industrial technologies, monopoly of industrial organization, shock on national economy and security of financial service. Finally, the article proposes measures to promote economic development in Middle and Western regions: coordinate industrial guiding, build regional economic center, protect national brands, strengthen government supervision, properly control scale and perfect relevant laws and regulations concerning foreign capitals.
