| 摘 要： | 农村土地规范有序地流转,有利于增加农民收入、提高土地资源的利用效率、推进城市化进程。然而,政府"角色"错位、农村土地流转法缺乏、中介组织不完善、社会保障体系滞后等因素制约了农村土地的有序流转。为此,必须贯彻党的十七届三中全会精神,建立土地流转法,完善土地流转中介组织,健全农民社会保障体系,推进农村土地有序流转。

| Abstract: | The farm land to be transferred orderly, which is beneficial to increase the peasants＇ income, improve utilization ratio of land resources, push forward a course of urbanization. However, the factors of the government ＂role＂ is dislocated, farm land circulation-law is insufficient, intermediary organizations is imperfect, social security system is lag which have restricted farm land to be transferred orderly. So, we must put the spirit into effect of the 3rd Plenary Session of the 17th CPC Central Committee, build land circulation law, perfect intermediary organizations of farm land circulation, and improve peasant social security system, so that we can promote farm land to be transferred orderly |
