| 摘 要： | 新一轮以房地产热为代表的经济结构性过热的背后,是城市政府对城市经营这一新理念的误解和误用,形成所谓“城市经营”的风潮;地方企业（尤其国企）和银行（尤其国有银行）为其推波助澜,土地作为直接载体和最重要工具,形成了“三位一体”的联动效应。

| Abstract: | Official statistics indicate that private enterprises numbered in 3.8 million at the end of November 2004. Private economy has developed soundly in terms of distribution of industries, scale, forms of organization and layout of industries. The macro-control policies of the central government have created a good environment for the development of private economy. However, local governments should undertake the duties to transfer their roles and make efforts to put forward the development of private economy. |
