"减负"存在的问题及对策

摘    要:减轻中小学生过重负担工作存在表面化、极端化、负担不平衡等问题,学生过重负担依然存在.从不同的角度看,有经济负担、课业负担、心理负担、有形负担、无形负担、制度负担和非制度负担."减负"难以落实的原因是没有解决好四个矛盾,即社会形势和"减负"的矛盾,家长期望和"减负"的矛盾,教学观念和"减负"的矛盾,学习观念和"减负"的矛盾.为继续搞好"减负"工作,必须实施宏观"减负"和微观"减负".宏观"减负"和微观"减负"着力点不同,主要实施者不同,实施的难易程度不同,但二者往往紧密结合,一起对"减负"起作用.

Abstract:There're still many problems in lessening the burden of students. Some of the students are still overburdened. It's difficult to implement because of the four contradictions between lessening burden and social situation, parents' expectation, teaching conception and study conception. In order to better carry out lessening burden policy we have to implement macro and micro lessening burden which are different but always closely combine and play a part together.
