| 摘 要： | 基本农田和煤炭开采分别关系着我国的粮食安全和能源安全。文章分析了煤炭开采与基本农田保护的矛盾,针对制约煤炭资源开发与基本农田保护协调发展的因子提出煤炭开采与基本农田保护协调规划的理念,并从理论基础和规划要点两方面对其进行了初步探索。

| Abstract: | Basic farmland protection and coal mining are respectively related to the food and energy security in our country. This paper analyzes the contradiction between basic farmland protection and coal mining and proposes a concept of coordination planning for basic farm protection and coal mining. Then, a preliminary exploration on the theoretical basis and the key points of coordination planning for basic farm land protection and coal mining was developed. |
