| 摘 要： | 发展方式转变的关键在于产业升级，而企业创新行为则是产业升级的源泉。企业素质、社会环境和创新文化是制约企业创新水平的三大基本因素。企业创新行为固然立足于自身，但特定时期的社会环境至关重要甚至起决定性作用。影响企业创新行为的社会环境具有结构性特征，在我国至少涉及“需求旺盛”等11种因素。因此，如何塑造促进企业创新的良好社会环境已成为迫在眉睫的重大课题。
