依托农村合作经济组织创新农村社会保障制度

由于种种原因,时至今日,中国广大农民仍然游离于社会保障网络之外,农村社会保障制度的建设仍然没有取得很大的进展。显然,中国农村社会保障制度的建设还需要创新思路。本文在提出了农村合作经济组织与农村社会保障制度衔接的基础上,分析了农村合作经济组织能够为农村社会保障提供资金支持,指出农村合作经济组织发展与农村社会保障制度建设的衔接是诱致性制度变迁与强制性制度变迁的结合,依托农村合作经济组织的发展来促进农村社会保障制度的建设是一种可行的思路。这对于探索建立适合农村社会经济发展水平的社会保障制度具有重要的意义。

Reconstructing Rural Social Security System Based on Rural Co-operations

In the course of building a welloff society in China, it's the rural social security system that has a crucial effect on the sustainable development of our welloff society. Owning to many reasons, the majority of China farmers have not been included in the social security system, and the construction of rural social security system gains no obvious progress at present. Apparently, we must search for other ways. This paper brings forward that rural cooperation economy can provide capital assistance to rural social security system. The combination of induced institutional change with compulsory institutional change could promote the combination of rural social security with rural cooperation economy, which might be a possible method to accelerate the construction of rural social security system. Then it concludes the actual way to construct Chinese rural country social security system fitting to rural economy is to choose cooperation economy model.
