完善农村信用社股份合作制的思考

股份合作制兼具股份制和合作制的优点，与农村信用社既追逐利润又服务社区的双重目标天然吻合。但是在深化农村信用社改革的过程中，部分股份合作制农村信用社的合作基础正在丧失。为此，农村信用社应合理设置股权结构和股东数量，改变目前单一的增资模式；控制资产扩张速度，保持法人适度规模；健全信息披露制度，注重发挥独立董事作用。同时，要加快合作金融立法，给予股份合作制农村信用社“国民待遇”。

Some Thoughts on Perfecting Rural Credit Cooperative Equity Cooperation Institution

Share-cooperation institution is provided with both advantages of share institution and cooperation institution, identical with the double targets of profit-seeking and serving for the community. But during the course of deepening reformation of rural credit cooperative, part cooperation foundation of share-cooperation credit cooperatives is losing. Therefore, it＇ s necessary for rural credit cooperative to allocate rationally equity structure and share- holder quantity, changing the single fund-gaining pattern at present; it＇ s compulsory to control assets expending speed so as to maintain a suitable legal person size ; it＇ s a need to amplify information disclosure system, and to lay stress on putting independent director＇ s role into full play. Meanwhile, we should quicken cooperation finance legislation and give ＂civil treatment＂ to share-cooperation credit cooperatives.
