| 摘 要： | 自20世纪90年代以来,发展循环经济逐渐成为国际社会所关心的热点问题。循环经济不仅是实施可持续发展战略的主要途径和方式,也为传统经济向可持续发展经济转化和落实科学发展观提供了保证。本文在深入分析我国发展循环经济的必要性、现状及其不足等方面的问题之后指出,目前我国正处于经济发展全面转型时期,市场体制仍不健全,市场的资源配置功能未能真正发挥作用,在这样的情况下发展循环经济,必须从产业结构调整、政策引导、建立健全相关的规章制度等六个方面对政府的职能进行定位。

| Abstract: | Since 1990s, circular economy has become the mainstream in the world. It is not only the mode of sustainable development, but also offers guarantee for finalizing the concept of scientific development. Now the market mechanism has not fully functioned in China, therefore, the government should guide the development of circular economy. |
