| 摘 要： | 公众参与促进了城市管理的理念更新,本文运用制度分析方法,探讨了我国城市管理决策中公众参与的制度障碍,并借鉴发达国家的有益经验,从公众权利的具体化、社区自治建设、团队意识培养等方面,对我国公众参与的制度保障和创新进行了相应的分析。

| Abstract: | Public participation speeds up the paradigm innovation of urban administration. This thesis, under the principle of constitution analysis, focuses on the systems which have posed obstacles to public participation in policy -making on urban planning. It also draws lessons from the beneficial experience of developed countries and thus comes to the conclusion that the constitution of public participation should be granted and innovated in our country. |
