社区居委会行政化及其治理研究

大国治理的根基在基层,社区是社会的基本单元,社区居委会的建设情况已经成为衡量治理能力、民主法治水平的重要指标。我国城市中社区居委会具有双重属性:一方面是“自治性”,代表居民实现自我管理、自我教育和自我服务;另一方面是“行政性”,表现为基层社会治理的单向度。我国社区居委会工作由于传统体制影响等原因呈现出行政化态势,这种行政化倾向会直接影响居民自治和社区治理。

Research on the Administration of Community Neighborhood Committees and Its Governance

The foundation of great power governance lies at the grassroots level.The community is the basic unit of society,and the construction status of community neighborhood committees has become an important indicator to measure governance capabilities and the level of democracy and the rule of law.The community neighborhood committees in China's cities have dual attributes:on the one hand,they are"autonomous",representing residents to achieve self-management,self-education and self-service;on the other hand,they are"administrative",showing the one-dimensional nature of social governance at the grassroots level.The work of community neighborhood committees in China is administrative due to the traditional system influence and other reasons,and this administrative tendency will directly affect the residents'self-governance and community governance.
