| 摘 要： | 2008年上半年,在紧密的从紧货币政策调控、大额支付需求急剧增长等外生因素和银行内部层层趋利因素共同作用下,商业银行超额储备呈现日趋单薄和波动状态,进而导致支付系统频繁"开窗".建议各层面积极顺应宏观政策等外部刚性约束条件的变化,及时改进和创新支付清算相关制度,确保支付清算体系高效运作.
