推动各类开放平台创新发展

改革开放以来,我国设立的各类开放平台在吸引外资、促进对外贸易和拉动经济增长中发挥了突出作用,还应继续推进更大范围、更宽领域和更深层次的全面开放。“十四五”时期,自由贸易试验区和自由贸易港应基本建成新时期高水平全面对外开放新高地、提升高标准营商环境的试验区和推动形成高质量发展的产业体系,开发区、综合保税区和边境经济合作区应成为持续改善营商环境的探索区、持续减税降费的压力试验区、促进中西部发展的经济功能区、引进外资的优先承载区、融入全球高端产业链的先行区和人民币国际化的推进区,同时应推动各类开放平台形成协同联动效应。

To Promote the Innovation and Development of Various Open-up Platforms

Since the reform and opening-up,various open-up platforms established by our country have played a prominent role in attracting foreign investment,promoting foreign trade and stimulating economic growth,it should continue to promote wider,broader and deeper comprehensive opening-up.During the“14th Five-Year Plan”period,the pilot free trade zone and free trade port should basically be built into a new high-level pilot zone for opening up to the outside world,improving a high-standard business environment,and promoting the formation of a high-quality industrial system.Development zones,comprehensive bonded zones and border economic cooperation zones should become exploration zones for continuous improvement of the business environment,pressure test zones for reducing tax and fee,economic function zones for promoting the development of the central and western regions,priority areas for the introduction of foreign capital,pioneer areas that integrate into the global high-end industrial chain,and promotion areas for the internationalization of the RMB,at the same time,various open-up platforms should be promoted to form a synergy effect.
