地方复苏的基础有待夯实 地方财政可持续性分化--基于安徽、江苏、黑龙江、贵州的调研

2020年10月至11月,中国财政科学研究院“企业成本和地方财政经济运行”专题调研综合评估组赴江苏省、安徽省、黑龙江省、贵州省及所辖的八个市县,围绕“企业成本和地方财政经济运行”展开专题调研。调研发现,面对新冠疫情的不利冲击,调研省份打出了有效的政策组合拳,经济运行走出了一条“V”型复苏曲线。但经济复苏的基础尚不牢固,一些深层次矛盾更加凸显,地方财政可持续性问题值得关注。未来需要认清疫情防控的常态化,确保财政能力的可持续性,并注重宏观政策的跨周期性,以现代治理理念推动财政治理能力提升和效益改善,以公共风险思维推动政府债务结构优化和规模调整,以法治化思维推动政策性减负转向制度性减负,以供给侧结构性改革思路推动地方经济内涵式发展。

Investigation Report on Local Fiscal and Economic Operation:Based on a Investigation of Anhui,Jiangsu,Heilongjiang and Guizhou Provinces

The investigation found that due to the adverse impact of COVID-19 epidemic,these provinces implemented a combination of effective policies.Consequently,the economy performed a V-shaped recovery curve.However,the foundation for economic recovery is not yet solid.There are still some problems become more prominent,and the issue of local fiscal sustainability need more attention.In future,we need to correctly understand the normalization of the prevention and control of COVID-19 epidemic and ensure the sustainability of the fiscal capacity.We also need to lay emphasis on macroeconomic policy across cycle,to improve fiscal governance ability and efficiency with modern governance concept,to optimize government debt structure and scale with the perspective of public risk,to shift from policy-type burden alleviation to institution-type burden alleviation under the rule of law,and to promote local economy develop connotatively under supply-side reform.
