| 摘 要： | 社会自组织是美国城市治理体系的重要组成部分,促进了城市治理绩效的提升,它与美国城市政府之间有"参与—互动"和"合作—替代"两种关系模式。同时,社会自组织也为美国城市治理带来了一些风险,要规避这些风险,就需要完善城市治理制度,发挥城市政府的"元治理"角色,培育兼具主体意识和公共意识的"好公民"。

| Abstract: | Social self-organization plays an important role in the system of America's local governance.There are two kinds of relationship between social self-organization and local government: attendance-interaction and cooperation-substitution.But self-organization also brings some risks.To avoid the risks,the urban governance system should be improved,the role of meta-governance of government should be played,and the good citizens with subject consciousness and public consciousness should be trained. |
