| 摘 要： | 本文从国际惯例和国内流域的现状出发,阐明了水电调节效益的概念;基于调节效益的机理和形成过程中的主客体关系,分析了调节效益的补偿对象;明确了调节效益的分配范围及顺序;推理得出了调节效益补偿的基本原则.在此基 础上,提出了流域梯级电站群联合运行调节效益补偿机制的实施构想,提出了推动流域梯级电站群联合运行调节效益补偿机制建立与实施的建议.

| Abstract: | From international conventions and the present situation in China,the concept of regulating benefit for hydropower is explained.Based on the mechanism of regulating benefit and the relation between the object and subject during process,the objects of regulating benefit arc analysed. The range and the order of distribution in regulating benefit are clarified. The basic principles of regulating benefit compensation are deduced. Based on the above,the concept of implementing regulating benefit compensation mechanism for cascade hydropower stations' joint operation is proposed. |
