| 摘 要： | 由于相对滞后的法律规定与现实需要间的冲突,当前我国农村集体建设用地使用权流转过程中存在许多问题。对此,需要通过立法完善相关制度设计,把农村集体建设用地使用权的流转切实纳入法制轨道。
