“汇率操纵国”悖论

文章批评美国关于中国低估人民币汇率的指责，认为中国稳定人民币币值的行为不等于操纵汇率，中国不是汇率操纵国；美国压人民币升值无益于改善美国的国际收支，无益于增加美国的就业机会；人民币汇率调整应该基于中国利益主动调整，不能迫于外国压力，被动调整。

The Paradox of "the Country Manipulatin g the Exchange Rate"

Countering the United States＇ accusing China of under-evaluating the exchange rate of RMB, this essay argues that China＇s act of stablizing the exchange rate of RMB does not represent manipulation, and that China is not a country manipulating the exchange rate. By putting pressure on China for the appreciation of RMB, the United States will neither gain anything for bettering its international balance of revenue and expenditure nor create more jobs for its people. The adjustment of the exchange rate of RMB should be an active one initiated by China on the basis of its own interest, not a passive one as a result of submission to foreign pressures.
