| 摘 要： | 全面建设小康社会是一项复杂的系统工程，而解决三农问题成为关键的一环。为了实现这一目标，在大中城市就业形势严峻、就业弹性幅度下降较大的前提下，必须加快城镇化进程，为农村剩余劳动力的转移提供广阔的就业空间。
