新公共服务视阈下基层政府的信息公开及其完善

信息公开是基层政府提供公共服务的重要内容之一。以新公共服务理论为视角,指出基层政府在信息公开中存在供给与需求相脱节、政府信息公开质量不高、公开速度慢、公开渠道不畅等问题。分析问题根源在于信息公开供给主体服务理念尚未确立、信息公开需求客体权利意识不足、信息公开供给制度保障体系不力。以此从确立信息公开供给主体以人为本的服务理念、提升信息公开需求客体权利意识、完善信息公开供给制度保障体系等维度,阐释了基层政府提升信息公开质量、满足公民需求的可行性路径。

Local Government Information Disclosure and its Perfection f rom a Perspective of New Public Service Theory

Information disclosure is an important content for grassroots governments to provide pub-lic service .From a perspective of the new public service theory ,the article points out that some prob-lems exist in information disclosure for the basic unit governments ,such as supply and demand disjoint , low quality information disclosure ,slow open ,unavailable open channels and so on ,w hose root lies in the lack of service awareness for the subject of information supply ,insufficient right consciousness of requirements for the object of information disclosure ,the lack of public security system of information supply system .So this article gives some feasible paths for the grassroots governments to upgrade the quality of information disclosure and meet the demand of the public based on establishing the people-ori-ented service concept for the information supplier ,improving the right awareness for the object of the information disclosure ,and perfecting the security system of information disclosure supply system .
