加快农村义务教育发展的财政政策思考

随着改革开放的进一步深化,中国的义务教育财政政策进行了重大调整,从而使农村义务教育取得了较好的成就,并积累了一定的经验,但仍存在学校间差距仍然较大、代课人员难以清退、义务教育债务化解难度较大等问题。应实行统筹城乡发展的义务教育财政体制,采取照顾代课人员的考录及补偿政策,中央财政建立激励机制对地方化解债务给予适当支持,促进义务教育的均衡发展。

Finance Policy Reflections on Speeding Up the Development of Country Compulsory Education

with the reform and open policy further deepening, the finance policy of our compulsory education has made a great adjustment, consequently we get a better achievement and reserved some experiences.But even so there are some troubles we are facing, such as the gap is still wide among the schools＇s developing ;Dismissing probation teachers is not so easy; it is very difficut to resolve the debt of compulsory education,and so on.Then we should take fiscal system of compulsory education to balance urban and rural development,and adopt policies to care for ,or compensate probation teachers in tests and records.The central finance should set up incentive mechanism to support resolving the local debts and to promote the compulsory education to balance development.
