| 摘 要： | 问责制是对我国政府建设责任政府具有重要意义的一种创新做法,目前,尚处于行政性操作阶段。要使其能够持续规范,还需要走向程序性运作,使之成为制度。同时,要重视非正式制度环境的影响和作用。
