基于农户视角的农业自然风险管理

些年,我国自然灾害频繁发生,给农户造成了巨大的损失。如何有效地管理农业自然风险已成为一个急需解决的问题。文章分析了农户对农业自然风险管理策略和政府对农业自然风险的管理策略,剖析了影响农户选择政府提供的政策性农业保险等风险管理工具的因素。研究表明,政府的风险管理策略要吻合农户的需求,否则会事与愿违。政府应该根据不同农户的内在需求制定多层次多样化的农业风险管理政策,把供给驱动型的风险管理策略转变成需求导向型的风险管理策略。

Natural Risk Management in Agriculture from Farmers' Perspective

In recent years,China’s natural disasters frequently occur,causing great losses to farmers.How to effectively manage natural risks in agriculture has become an urgent problem.The paper analyzes farmers’ strategy and government’s strategy in agricultural natural risk management.Then it analyzes the factors influencing farmers’ choices of agricultural insurance and other risk management measures which are provided by the government.The research shows that the government’s risk management strategy should fit the needs of the farmers;otherwise it will be contrary to what is expected.The government should take diversified and multi-level risk management measures based on the internal needs of different farmers and must transform the supplies actuation risk management strategy into the demand-oriented risk management strategy.
